dc.description.abstractУ статті розглянуті питання розвитку адвокатури України, які визначені в Стратегії розвитку Національної асоціації адвокатів України на 2021–2025 роки та запропоновані шляхи її вдосконалення. Визначено, що Стратегія розроблялась в довоєнний час і розрахована на мирний час, а правовий режим воєнного стану обумовлює необхідність внесення змін і доповнень до її змісту і завдань з врахуванням ситуації, що склалася в Україні внаслідок військової агресії, яку здійснює росія проти України.
dc.description.abstractThe article examines issues of the development of the bar of Ukraine, which are defined in the Development Strategy of the Ukrainian National Bar Association for 2021–2025, and suggests ways to improve it. It was determined that the Strategy was developed in pre-war times and is designed for peacetime, and the legal regime of martial law necessitates changes and additions to its content and tasks, taking into account the situation that has developed in Ukraine as a result of russia's military aggression against Ukraine. The concept and content of the strategy as a direction of development of the subject of law, which is the Ukrainian National Bar Association, is revealed, it is shown that development strategies, as a plan of activity for the future, are used in various spheres of social life, in particular, in economics, science, jurisprudence, in the military sphere, in international relations, etc. It is argued that the Advocacy Development Strategy should be closely related to the reform of the law enforcement system of Ukraine with the fulfillment of Ukraine's tasks as a candidate country for membership in the European Union, with the Peace Formula and the Ukrainian Doctrine, announced by the President of Ukraine, as strategic directions of Ukraine's development. The article analyzes the conditions that influenced the specifics of advocacy in the conditions of the legal regime of martial law. It is emphasized that the war caused new tasks for the bar not only in the political, infrastructural and defense spheres, but also caused changes in the legal sphere, in particular, in law enforcement and human rights protection activities, to which the bar must adapt. The strategy for the development of the bar of Ukraine should define the bar as an important element of the legal system, as a special human rights institution of civil society that interacts with the state in the sphere of protection of human and citizen rights and freedoms.

Определено, что Стратегия разрабатывалась в довоенное время и рассчитана на мирное время, а правовой режим военного положения обуславливает необходимость внесения изменений и дополнений в ее содержание и задачи с учетом сложившейся ситуации в Украине в результате военной агрессии, которую совершает россия против Украины.
