Інвестиції та інновації як інструмент реалізації та впровадження змін до сучасного підприємництва в умовах війни та поствоєнний період

Abstract

Проаналізовано та висвітлено сутність і значення інвестицій та інноваційного підприємництва у процесі економічного зростання як важливої складової розвитку національної економіки. Розглянуто деякі проблеми правового стимулювання інвестицій та інновацій у воєнний час.

The author of the article has proved that domestic scholars pay considerable attention to the role of investments and innovations as tools for exercising and implementing changes into modern entrepreneurship in terms of European integration and globalization of the socio-economic space. The effective existence of modern entrepreneurship is only possible in terms of active adaptation to changes in society and active implementation of innovations, as one of the tools for exercising and implementing the relevant changes. The conducted research allows us to offer the following conclusions. It has been proved that innovations are the result of scientific, scientific and technical, other intellectual creative activities invested into their commercialization. Combination of economic interest (making a profit). and social – the realization of socially significant goals is inherent to innovation. The author of the paper has emphasized that any field (military, educational, medical, etc.) needs the latest innovative products in tterms of the martial law. At the same time, innovations outside of systemic legal regulation may remain vulnerable. Therefore, it is expedient to develop and adopt the Strategy for Investing into Innovations in Terms of Overcoming the Consequences of the Martial Law. It has been argued that an investment project into innovations is a set of measures (organizational and legal, managerial, analytical, financial, scientific and technical) by using the resources of international organizations, the state, public and private partnerships, certain private entities in order to commercialize medical innovations and to support socially significant goals. It is necessary to take into account additional risks caused by conducting research with the participation of people while legal support of investment projects regarding innovations. At the same time, an investment project into innovations is drawn up as a complex legal and technical document with economic calculations, justification of the type and size of investments, their implementation stages in time. In order to overcome the risks of these projects, it is advisable to involve risk insurance. As we have already noted, the military actions on the territory of Ukraine led to significant destruction of the economic infrastructure, negative logistical changes and generally changes in production, demand and consumption. Besides, the pandemic, climate changes and the difficult political situation in the world make it difficult to solve many tasks that are relevant for the national economy. The state’s economy under such conditions needs qualitative modernization, first of all, legal principles for regulating its development both in the war and post-war period, because all management decisions are based on them, in particular within the areas of investments and innovations.

Проанализированы и освещены сущность и значение инвестиций и инновационного предпринимательства в процессе экономического роста как важной составляющей развития национальной экономики. Рассмотрены некоторые проблемы правового стимулирования инвестиций и инноваций в военное время.
