Анотація
В статті авторами досліджено сучасний стан публічного адміністрування в системі міністерства внутрішніх справ України. Проаналізовано нормативно-правове забезпечення правового статусу МВС
України та його відносини із центральними органами виконавчої влади
діяльність яких координується та спрямовується через Міністра внутрішніх
справ. Визначені правові та організаційні прогалини в побудові організаційноштатної структури МВС України та Національної поліції України та
запропоновані шляхи їх вирішення. На підставі аналізу нормативно-правового
забезпечення процесу планування в системі МВС України вироблені
пропозиції щодо його удосконалення, зокрема в частині визначення єдиної
системи базових понять, ухвалення нормативних актів з питань здійснення
стратегічного планування тощо.
In the article, the authors investigated the current state of public administration in the system of the Ministry of Internal Affairs of Ukraine. The regulatory and legal support of the legal status of the Ministry of Internal Affairs of Ukraine and its relations with the central bodies of the executive power, whose activities are coordinated and directed through the Minister of Internal Affairs, are analyzed. Attention is focused on the fact that, in order to fulfill the Euro-Atlantic requirements of our country, the political and administrative functions of the Ministry in relation to the subordinate central bodies of the executive power should be more clearly demarcated in the system of the Ministry of Internal Affairs of Ukraine. Based on the study of the organizational and staffing structure of the central apparatus of the Ministry of Internal Affairs of Ukraine, as well as the system of the National Police of Ukraine, it is proposed to make appropriate changes to the structure of the departments of the Ministry of Internal Affairs, as well as to properlyregulate the legal status of the types of police of Ukraine, in particular, the special purpose police. The need to create a department within the structure of the Department of the Internal Affairs of Ukraine, which is responsible for interaction with the National Police, which will coordinate and interact with special purpose police units, is emphasized. It has been proven that the implementation of the planning process in the system of the Ministry of Internal Affairs of Ukraine requires additional elaboration, since the current legal acts regulating such activities require the unification of their content, in particular in terms of a unified definition of concepts and classification of plans, requirements for the content of special and individual plans that are created in the system of the Ministry of Internal Affairs. It was emphasized that in these documents it is necessary to pay more attention to issues of strategic planning of the Ministry of Internal Affairs of Ukraine, which will result in the adoption of new conceptual and strategic documents aimed at developing the system of the Ministry of Internal Affairs, in particular the Strategy for the Development of the Ministry of Internal Affairs for the next five years.
