Поняття та класифікація принципів адміністративної діяльності Національної поліції

Abstract

У статті надано термінологічне значення поняття «принципи», «принципи адміністративної діяльності», та власне визначення принципів адміністративної діяльності Національної поліції. На основі аналізу основних принципів діяльності Національної поліції України, які визначені в Законі України «Про Національну поліцію», з’ясовано їх сутність та надана власна класифікація принципів поліцейської діяльності.

The article provides the terminological meaning of the concept of «principles», «principles of administrative activity», on the basis of which the actual definition of the principles of administrative activity of the National Police is provided. Based on the analysis of the main principles of the National Police of Ukraine, which are defined in the Law of Ukraine «On the National Police», their essence has been clarified and an own classification of the principles of police activity has been provided. It was determined that the principles of the National Police should be understood as a set of guiding, fundamental ideas that determine the essence of the police as a central body of executive power, on the basis of which the functioning (practical activity) of the structural divisions of the National Police of Ukraine is based and carried out. It is noted that in addition to the basic principles of police activity, special principles of administrative activity of the National Police should be defined. The special principles should include such principles of police activity as: politeness, tolerance and respect for the person, mutual assistance, observance of official discipline, professionalism, competence, science, justice, maintenance of positive traditions. It is indicated that special principles are important for improving the practical component of the activities of the bodies (subdivisions) of the National Police of Ukraine. It is emphasized that the principles of police activity lay the foundations for determining the main tasks and delineating the functions of the National Police, taking into account the conditions of today. A conclusion was made on the expediency of making additions to the Law of Ukraine «On the National Police» regarding the list of principles of police activity.

Дано терминологическое значение понятия "принципы", "принципы административной деятельности", а так же собственное определение принципов административной деятельности Национальной полиции. На основе анализа основных принципов деятельности Национальной полиции Украины, определенных в Законе Украины «О национальной полиции», выяснена их сущность и предоставлена ​​собственная классификация принципов полицейской деятельности.
