Law-making in the conditions of martial law

Abstract

Агресія російської федерації та розв'язування війни проти України завдали значної шкоди державним і національним інтересам України, її державному суверенітету та територіальній цілісності, що призвело до зміни всіх сфер суспільних відносин, у тому числі й правотворчої. Розуміючи важливість забезпечення правових засад організації роботи державного механізму, інститутів громадянського суспільства, а також забезпечення прав і свобод громадян на період воєнних дій та післявоєнний період, необхідно визначити основні напрямки розвитку законотворчості, проаналізувати зміни, що вже відбулися, та визначити подальші перспективи правотворчої діяльності.

The aggression of the Russian Federation and the outbreak of war against Ukraine caused significant damage to the state and national interests of Ukraine, its state sovereignty and territorial integrity, which led to a change in all spheres of social relations including law-making. Understanding the importance of ensuring the legal foundations of the organization of the work of the state mechanism, civil society institutions as well as ensuring the rights and freedoms of citizens for the period of hostilities and post-war period, it is necessary to determine the main directions of the development of lawmaking, analyze the changes that have already occurred and determine further prospects of law-making activity.
