Анотація
Констатовано, що питанням особистої безпеки поліцейських приділяється недостатньо уваги, що
обумовлено непоодинокими негативними чинниками у зазначеній сфері. По-перше, недосконалість чинного законодавства, що регулює питання забезпечення особистої безпеки поліцейських. По-друге, відсутність належних правових,
соціальних та медичних гарантій забезпечення особистої безпеки поліцейських. По-третє, відсутність належного
матеріально-ресурсного забезпечення поліцейських. По-четверте, ігнорування проблем, які пов’язанні із ризиками для
особистої безпеки поліцейських, як з боку керівництва так і громадськості, що ускладнює процес виконання покладених на поліцейських завдань.
The reformation of socio-economic relations, the reassessment of values in various spheres of social life gave rise to a number of previously unknown negative phenomena and processes in the practical activities of police bodies. This is explained by the fact that aggressiveness, brutality and armed forces are increasing in the criminal environment, cases of disobedience and resistance to police officers on the part of offenders and criminals are increasing significantly. In general, in recent years, there has been a steady trend of increasing the extremity of law enforcement activities related to the use of weapons, ensuring law and order during mass events, natural disasters, and emergency situations. As a result, events related to the death and injury of police officers, causing bodily harm to them during the performance of their official duties, are occurring more and more often. It should be noted that the participation of the police in ensuring the integrity of the state and repelling the armed aggression of the occupying country only emphasizes the relevance of the issue raised in the article. We are forced to state that not enough attention is paid to the personal safety of police officers, which is due to several negative factors in this area. First, the imperfection of the current legislation regulating the issue of ensuring the personal safety of police officers. Secondly, there is a lack of adequate legal, social and medical guarantees to ensure the personal safety of police officers. Thirdly, the lack of proper material and resource provision of police officers. Fourthly, the ignoring of the problems related to the risks to the personal safety of police officers, both from the management and the public, which complicates the process of fulfilling the tasks assigned to the police. It should be recognized that the problems of administrative and legal provision of the personal safety of a police officer in extreme conditions have not yet received adequate coverage in the pages of scientific literature. A comprehensive analysis of normative legal acts in this area also proved the fact that a significant number of legislative norms contain significant shortcomings and "weaknesses", and some of them do not at all correspond to the changed conditions of Ukraine's development and the realities of today.
Констатировано, что вопросам личной безопасности полицейских уделяется недостаточно внимания, что обусловлено нередкими негативными факторами в данной сфере. Во-первых, несовершенство действующего законодательства, регулирующего вопросы обеспечения личной безопасности полицейских. Во-вторых, отсутствие надлежащих правовых, социальных и медицинских гарантий обеспечения личной безопасности полицейских. В-третьих, отсутствие должного материально-ресурсного обеспечения полицейских. В-четвертых, игнорирование проблем, связанных с рисками для личной безопасности полицейских, как со стороны руководства так и общественности, что усложняет процесс выполнения возложенных на полицейских задач.
