Напрямки вдосконалення адміністративно-правових засад діяльності Комісії з регулювання азартних ігор та лотерей

Abstract

Проаналізовано адміністративно-правові засади діяльності Комісії з регулювання азартних ігор та лотерей. Визначено особливості законодавчого та підзаконного регулювання її статусу, а також обґрунтувано напрямки удосконалення адміністративного законодавства, що регламентує діяльність Комісії з регулювання азартних ігор та лотерей.The effectiveness of the implementation of state policy in the field of gambling depends largely on the comprehensive and coordinated regulation of the status of the Commission for the Regulation of Gambling and Lotteries. The development and digitization of the gambling business, the European integration of Ukraine, relevant foreign experience, shortcomings and gaps in the current regulation reveal the need to improve the administrative legislation regulating the activities of the Commission for the Regulation of Gambling and Lotteries. The purpose of the article is to analyze legal basis of the activities of the Commission for the Regulation of Gambling and Lotteries, to determine the specifics of the legislative and by-law regulation of its status, as well as to substantiate the directions for improving the legislation regulating the activities of the Commission for the Regulation of Gambling and Lotteries. Logical-semantic, formal-legal, comparative-legal, systemic-structural and other methods of scientific knowledge were used for this research. It was established that the improvement of the administrative legislation regulating the activities of the Commission for the Regulation of Gambling and Lotteries should have a proper scientific justification, be comprehensive and consistent, ensuring coherence of the organizational, functional, personnel and material-financial basis of its activity. First, this requires the approval of the Development Concept of the Commission for the Regulation of Gambling and Lotteries, which will determine the fundamental principles, goals and directions of improvement of its organization and activities, specific normative and organizational measures and the terms of their implementation by responsible entities. It is also necessary to adopt a profile law of Ukraine, streamline and eliminate gaps and contradictions in other legislative and by-laws on the organization and activities of the Commission for the Regulation of Gambling and Lotteries, as well as ensuring their proper practical implementation.Проанализированы административно-правовые основы деятельности Комиссии по регулированию азартных игр и лотерей. Определены особенности законодательного и подзаконного регулирования ее статуса, а также обоснованы направления усовершенствования административного законодательства, регламентирующего деятельность Комиссии по регулированию азартных игр и лотерей.
