Напрямки удосконалення взаємодії та координації між суб’єктами територіальної оборони України

Abstract

Наведено теоретичне узагальнення та нове вирішення наукового завдання, що полягає у визначенні сутності та особливостей взаємодії та координації між суб’єктами територіальної оборони України, а також опрацюванні відповідних пропозицій та рекомендацій щодо вдосконалення законодавства, яке визначає правові засади такої взаємодії. Визначено основні напрямки удосконалення взаємодії та координації між суб’єктами територіальної оборони України, до яких віднесено наступні: чіткість формулювання основних завдань; забезпечення постійного обміну інформацією між суб’єктами територіальної оборони; єдність методологічних засад практичного виконання поставлених завдань у ході забезпечення та реалізації взаємодії; здійснення постійного моніторингу, аналізу, прогнозування, моделювання практичних напрямків взаємодії та координації суб’єктів територіальної оборони; тощо.The article presents a theoretical generalization and a new solution to the scientific problem, which is to determine the essence and peculiarities of interaction and coordination between the subjects of territorial defense of Ukraine, as well as to work out appropriate proposals and recommendations for the improvement of legislation that defines the legal principles of such interaction. Analyzing the provisions of the Law of Ukraine “On Defense”, which deals with the whole section of the powers, that is, the rights and obligations of state authorities in the field of defense, which can simultaneously be implemented and in a special period, the author came to the conclusion that the content of the competence of the subjects the realization of the tasks of territorial defense was formed, which in turn is very important in ensuring the interaction of these structural units. After all, in the exercise of their powers, each of the public authorities and individual legal entities must adhere to the requirements and principles of cooperation in the field of territorial defense. The essence and content of the concept of “interaction” is clarified. It is noted that the main goal of the interaction of territorial defense actors is the most effective use of units and parts of various types of forces and means of defense in the interests of jointly successful implementation of the task. The main requirements for the interaction of territorial defense actors are defined, which include the following: purposefulness, continuity, stability, flexibility. Moreover, the interaction should be highly effective and tight. The main directions of improvement of interaction and coordination between the subjects of territorial defense of Ukraine are determined, which include the following: clarity of the formulation of the main tasks; ensuring constant information exchange between the subjects of territorial defense; the unity of the methodological foundations of the practical implementation of the tasks performed during the provision and implementation of the interaction; implementation of constant monitoring, analysis, forecasting, modeling of practical directions of interaction and coordination of territorial defense entities; etc.Приведены теоретическое обобщение и новое решение научной задачи, которая заключается в определении сущности и особенностей взаимодействия и координации между субъектами территориальной обороны Украины, а также проработке соответствующих предложений и рекомендаций по усовершенствованию законодательства, определяющего правовые основы такого взаимодействия.
