dc.description.abstractВизначено відмінності служби в органах та підрозділах Національної поліції України від інших різновидів трудової діяльності. Окреслено зміст процесу просування по службі в поліції, а також притаманні йому ознаки та процедури. Зроблено висновок, що правове регулювання просування по службі в органах Національної поліції України характеризується наступними особливостями: правові засади регулювання даного елементу службової кар’єри поліцейського складають численні норми спеціальних, відомчих нормативно-правових документів; ключовим аспектом просування по службі в поліції є переміщення поліцейського з нижчої посади на вищу, за яку передбачено вище спеціальне звання поліції; просування по службі передбачає обов’язкове проведення законодавчо-встановленої процедури оцінки ділових, морально-психологічних та кваліфікаційних якостей поліцейського спеціальними колегіальними органами – атестаційними комісіями; посада працівника поліції визначає умови та розміри його грошового забезпечення у зв’язку з чим просування по службі передбачає ріст матеріального добробуту поліцейського.
dc.description.abstractThe relevance of the article lies in the fact that every employee moves through his career while working in any enterprise, institution or organization. This aspect does not bypass the labor activities of the employees of the bodies and units of the National Police of Ukraine. An important stage of their official career is promotion, which has no less specific legal characteristics and features, than the process of acquiring the status of a police officer in general. The purpose of the article is to reveal the peculiarities of the legal regulation of promotion in the bodies of the National Police of Ukraine. The article, based on the analysis of scientific views of scientists and the norms of current legislation, identified the differences between the service in the bodies and departments of the National Police of Ukraine from other types of work. The content of the process of promotion in the police, as well as its inherent features and procedures are outlined. It was concluded that the legal regulation of promotion in the National Police of Ukraine is characterized by the following features: the legal basis for regulating this element of a police officer's career consists of numerous norms of special, departmental legal documents; a key aspect of promotion in the police service is the transfer of a police officer from a lower position to a higher one, for which a higher special police rank is provided; promotion in the service involves the obligatory conduct of a legally established procedure for assessing the business, moral, psychological and qualification qualities of a police officer by special collegial bodies – attestation commissions; the position of a police officer determines the conditions and amounts of his financial support, in connection with which promotion in the service implies an increase in the material well-being of a police officer. It should be noted that the mechanism of promotion in the service of a police officer formed today, with all its inherent features, is generally quite effective, because it motivates a police officer to increase the level of his official training and the effectiveness of his work, which ultimately has a positive effect on the level of his material condition.
