dc.description.abstractЗазначено, що під державною кадровою політикою в органах Національної поліції України слід розуміти складову частину загальної державної політики, яка спрямована на те, щоб створити необхідні правові, організаційні, матеріально-технічні та фінансові умови для того, щоб забезпечити органи поліції якісними та ефективними кадрами, що будуть належним чином виконувати свої посадові обов’язки, а як результат забезпечать необхідний рівень роботи даного центрального органу виконавчої влади.
dc.description.abstractThe relevance of the article is that in recent years, the work of law enforcement agencies has shown that the imperfection of the police management system has long led to increased time needed to respond to violations of human and civil rights and freedoms, declining public confidence in law enforcement and negative influence on the timeliness and effectiveness of measures aimed at protecting and implementing the rights and free doms of man and citizen defined by the Constitution and laws of Ukraine. In the article, based on the analysis of scientific views of scientists, it was argued that public policy is a multifaceted category, and therefore it is formed and implemented in various spheres of life. The scientific opinions on the definition of the essence and content of the concept of "state personnel policy" are generalized, on the basis of which the author’s definition of the concept of state personnel policy in the bodies of the National Police of Ukraine was proposed. It is emphasized that personnel policy, as a social phenomenon with a multilevel structure, is much broader in content than public personnel policy, where the subject is the state, which can not solely take on the solution of all personnel problems. Personnel policy as a science reflects the patterns of development of objective personnel processes, connections and relationships that give them a certain qualitative characteristics, determine the basic features and principles of personnel work. The formation of state personnel policy is a rather complex, controversial process. It was found that public policy is a purposeful, carried out by public authorities and their officials systematic, based on current legislation activities, the implementation of which is aimed at solving problems that exist in a particular sphere of public life. It follows from the above that public policy is a multifaceted category, and therefore it is formed and implemented in various spheres of life. It is concluded that the state personnel policy in the National Police of Ukraine should be understood as an integral part of the general state policy, which aims to create the necessary legal, organizational, logistical and financial conditions to provide police with quality and effective staff, who will properly perform their duties, and as a result will ensure the required level of work of the central executive body.
dc.description.abstractОтмечено, что под государственной кадровой политикой в ​​органах Национальной полиции Украины следует понимать составную часть общей государственной политики, которая направлена ​​на то, чтобы создать необходимые правовые, организационные, материально-технические и финансовые условия для того, чтобы обеспечить органы полиции качественными и эффективными кадрами, которые будут должным образом выполнять свои должностные обязанности, как результат обеспечат необходимый уровень работы данного центрального органа исполнительной власти.
