dc.description.abstractУ статті, спираючись на аналіз наукових поглядів вчених, стосовно тлумачення понять «принципи» та «принципи права», запропоновано авторське визначення принципів кадрового забезпечення Державної митної служби України. Акцентовано увагу на тому, що на сьогоднішній день в науковій літературі відсутній єдиний підхід щодо розуміння відповідних принципів, а відтак запропоновано авторське бачення щодо їх переліку. Виділено та охарактеризовано наступні ключові принципи кадрового забезпечення Державної митної служби України: принцип законності, принцип пріоритету прав та інтересів кадрового складу; принцип рівності; принцип забезпечення кадрових інтересів державного органу; принцип науковості; принцип структурованості. Узагальнено, що саме наведений вище перелік принципів, найбільш змістовно та повно характеризує ідейну основу кадрового забезпечення Державної митної служби України. Дотримання окреслених засад є обов’язковим для всіх учасників відповідних правовідносин, а будь-яке відхилення має тягнути настання юридичної відповідальності.
dc.description.abstractThe following most important characteristics of the principles of personnel support are singled out, regardless of the sphere of social life in which they are applied: 1) they are the initial, fundamental, basic principles of legal regulation of relations arising in the framework of the implementation of personnel processes; 2) carry a guiding idea regarding the structure, purpose, and social value of the staffing process; 3) act as provisions of the highest imperative level, which do not require specific normative consolidation, because they originate from the general social concept of the role and function of law as the main regulator of any social relations; 4) are distinguished by stability and immutability, because they define an abstract model of legal regulation and the implementation of personnel support, giving this activity limits and forming basic requirements for it in accordance with the social and democratic values embedded in the basis of law. The following key principles of staffing of the State Customs Service of Ukraine are highlighted and characterized: the principle of legality, the principle of priority of the rights and interests of personnel; principle of equality; the principle of ensuring personnel interests of the state body; principle of scientificity; the principle of structuredness. In general, it is the above list of principles that most meaningfully and fully characterizes the ideological basis of staffing of the State Customs Service of Ukraine. Observance of the outlined principles is mandatory for all participants in the relevant legal relationship, and any deviation should lead to legal liability.
dc.description.abstractВ статье, опираясь на анализ научных взглядов ученых относительно толкования понятий «принципы» и «принципы права», предложено авторское определение принципов кадрового обеспечения Государственной таможенной службы Украины. Акцентировано внимание на том, что на сегодняшний день в научной литературе отсутствует единый подход к пониманию соответствующих принципов, поэтому предложено авторское видение относительно их перечня.
