Анотація
Визначено поняття «регіон», «регіональне управління», встановлено принципи побудови сучасних органів внутрішніх справ України. Підкреслено, що систему органів внутрішніх справ побудовано за функціональним та територіальним принципом. Дано огляд повноважень регіональних управлінь МВС України, проаналізовано їх місце серед органів внутрішніх справ.
The article determined the definitions of region, regional offices, established modern building principles of government agency in Ukraine, including internal affairs. It was highlighted, that nowadays one of the basic objectives of administrative reform is adaptation of territorial system of government that established during period of becoming independence to European standards and principles. In this conditions objectives and competence of public authority, and in particular police, should be transferred to the lowest territorial governing level, in which might be ensuring of their maximum effective(in terms of administrative and social services) realization. This is also about organization and activity of regional offices of Ministry of Internal Affairs of Ukraine. It was highlighted, that system of internal affairs was constructed on functional and territorial principles. Under the regional offices of Ministry of Internal Affairs of Ukraine we understood the administrative institution of Ministry of Internal Affairs of Ukraine, that appear and submit to it and function in close cooperation with structural elements of internal affairs system, and with another state authorities, organizations and population of country, that is a guarantee of their effective activity during their performance of assigned tasks of public order protection, providing of public safety and fighting against crime in region. It was given a review of the regional offices of Ministry of Internal Affairs of Ukraine authorities, analyzed their place in the internal affairs. It was concluded, that features of regional offices of Ministry of Internal Affairs of Ukraine activity is existence of sufficiently large amount and branched authorities, which significant part is connected with using of administrative compulsion.

Подчёркнуто, что система органов внутренних дел построена по функциональному и территориальному принципу. Дан обзор полномочий региональных управлений МВД Украины, проанализировано их место среди органов внутренних дел.
