Основні засади публічного адміністрування у сфері фізичної культури і спорту

Abstract

Досліджено основні засади публічного адміністрування у сфері фізичної культури і спорту. Наголошено, що публічне адміністрування здійснюється шляхом формування державної політики у сферах фізичної культури та спорту. Визначено засади публічного адміністрування у сфері фізичної культури і спорту в контексті впровадження в Україні концепції ефективного управління. Підкреслено, що формування політики держави у сфері фізичної культури суб’єктами публічного адміністрування повинно включати реформування механізму адміністрування на основі зміни парадигми управління державою, для якої людиноцентриська теорія обрана як основоположна для адміністрування всіх сфер суспільного життя.

The aim of the article is to study the basic principles of public administration in the feld of physical culture and sports. Thus, the article examines the basic principles of public administration in the feld of physical culture and sports. Emphasis is placed on public administration through the formation of state policy in the felds of physical culture and sports. The principles of public administration in the feld of physical culture and sports in the context of implementation of the concept of good governance (Good Governance) in Ukraine are determined. It is emphasized that the formation of state policy in the feld of physical culture by public administration should include reforming the mechanism of administration based on changing the paradigm of government, for which human-centered theory is chosen as fundamental for the administration of all spheres of public life. It is emphasized that the human dimension of politics and public administration is manifested in giving them a humanistic direction, implementation in the interests of man, society, people in general, as well as in relation to man as the highest social value, respect for his dignity, right to life, free development and abilities, recognition and real provision of all human and civil rights, which becomes a criterion for assessing the effectiveness of the social system, equal treatment of all citizens of the state. It is concluded that the principles of public administration in the feld of physical culture and sports in Ukraine propose to determine the following: 1) the priority of human and civil rights and freedoms; 2) pluralistic organization of the management system; 3) parity of subjects of public administration of the spheres of physical culture and sports in Ukraine; 4) decentralization of power; 5) openness and transparency; 6) interaction of subjects of public administration with state bodies, civil society institutions, individuals; 7) productivity; 8) competence; 9) fnancial capacity; 10) ensuring public participation in decision-making to ensure the dominance of public opinion in their adoption.

Исследованы основные принципы публичного администрирования в сфере физической культуры и спорта. Отмечено, что публичное администрирование осуществляется путем формирования государственной политики в сфере физической культуры и спорта. Определены принципы публичного администрирования в сфере физической культуры и спорта в контексте внедрения в Украине концепции эффективного управления. Подчеркнуто, что формирование политики государства в сфере физической культуры субъектами публичного администрирования должно включать реформирование механизма администрирования на основе смены парадигмы управления государством, для которого человекоцентриская теория избрана как основополагающая для администрирования всех сфер общественной жизни.
