Анотація
Вироблено науковий погляд на поняття суб’єктів кінологічного забезпечення; Президента України, Верховну Раду України та Кабінет Міністрів України виділено в окрему групу суб’єктів, що пояснюється особливостями їх функцій та повноважень. Проаналізовано зміст повноважень центральних органів влади з точки зору їх діяльності щодо кінологічного забезпечення правоохоронної діяльності в Україні.
The administrative legal personality of the highest bodies of state power is manifested in their rights, ie in the opportunities they are endowed with by law. It follows that the analysis of the powers of the President of Ukraine, the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine in any sphere of public relations should be carried out precisely through the prism of their functions, tasks and competencies in general. The concept of canine support provides a significant number of subjects to exercise their powers and in the direction of canine support of law enforcement. The article develops a scientific view of the concept of the subjects of canine support; The President of Ukraine, the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine have been separated into a separate group of entities, which is explained by the peculiarities of their functions and powers. Among the functions of the President of Ukraine in the field of dog support should be highlighted security, rule-making, organizing and control functions. The last three are identified as the main in terms of the importance of activities for canine units of different services. The Ukrainian Parliament, the Verkhovna Rada of Ukraine, is the only legislative body of Ukraine that is competent to formulate state policy in the field of law enforcement (including its dog support) and to coordinate activities with any government and other entities. In this situation, the Verkhovna Rada is determined by the guarantor of the formation of the legal basis for its functioning and determining ways to optimize legislation. Thus, the powers of the parliament are described in the context of the fact that it is the leading rule-making body in the field of cynology and law enforcement. Along with this, the administrative and legal status of the Cabinet of Ministers of Ukraine is outlined, namely the main functions in the field of cynological support of law enforcement activities are determined: executive and administrative; managerial; control; financial; and the strategic planning function. Thus, the article analyzes the content of the powers of central authorities in terms of their activities in relation to the cynological support of law enforcement in Ukraine.
