Чинники, що впливають на кар’єрний ріст поліцейського та їх класифікація

Abstract

Розкрито сутність та зміст чинників, що впливають на кар’єрний ріст поліцейського та здійснено їх класифікацію. Визначено поняття «чинники кар’єрного росту». Опрацьовано законодавчі джерела, в нормах яких розкривається сутність конкретних чинників кар’єрного росту поліцейських. Проведено класифікацію чинників, які впливають на кар’єрний ріст працівників Національної поліції України, в основі якої лежать групи: зовнішні та внутрішні. Зроблено висновок, що кар’єрний ріст поліцейського особливий не тільки за своїм змістом, але і чинниками, котрі його зумовлюють.

The relevance of the article lies in the fact that, despite its rather deep essence, the career of an employee in any field of labor, including the career of police officers, is formed and develops on a large group of factors that have a very real nature and a legal content. Thus, the promotion of police officers is a non-linear process that involves the continuous development of an employee in many directions. In addition, the expansion of the labor legal status of an employee of the National Police of Ukraine and his promotion in the management hierarchy is connected with the mandatory presence of a number of factors. In this regard, it is logical to ask what factors influence the career growth of an employee of the National Police of Ukraine. The purpose of the article is to reveal the essence and content of the factors affecting the career growth of a police officer and to carry out their classification. The article, based on the analysis of scientific views of scientists, reveals the essence, content and meaning of the concept of "career growth factors". Legislative sources have been elaborated, the norms of which reveal the essence of specific factors of the career growth of police officers. The classification of factors that influence the career growth of the National Police of Ukraine is carried out, which is based on two groups: external and internal. It was concluded that the career growth of a police officer is special not only in its content, but also in the factors that determine it. The latter, in turn, can be classified into: 1) external (objective) factors, which include factors that affect the service of a police officer, but do not directly depend on him: a) the availability of a free higher position according to the organizational and staff the structure of the police body or unit; b) reorganization; 2) internal (subjective) factors – personal characteristics of a police officer, which reflect his compliance with the powers exercised and the rank of a police officer in general: a) compliance with official discipline; b) degree of education; c) the state of health of the police officer; d) indicators of his official work activity (which can be of a qualitative and quantitative nature).

Раскрыта сущность и содержание факторов, влияющих на карьерный рост полицейского и их классификацию. Определено понятие «факторы карьерного роста». Обработаны законодательные источники, в нормах которых раскрывается сущность конкретных факторов карьерного роста полицейских. Проведена классификация факторов, влияющих на карьерный рост работников Национальной полиции Украины, в основе которой лежат группы: внешние и внутренние.
