Анотація
Визначено, що основною передумовою партнерства між поліцією та суспільством є об’єктивна необхідність підвищення рівня залучення населення та структур громадянського суспільства до
процесу забезпечення безпеки та громадського порядку на вулицях, площах, стадіонах, у скверах, парках, на вокзалах та інших громадських місцях, а також вирішення проблеми протидії кримінальним правопорушенням у місцях проживання громадян, оскільки поліція, в умовах значного скорочення чисельності особового складу в умовах воєнного стану, не завжди може впоратися з вирішенням цього завдання власними силами. Досліджено актуальні питання участі громадян в охороні громадського порядку в умовах сучасності.
Modern Ukrainian society is going through changes, especially given the current situation - armed aggression and attack by the Russian Federation. These changes affect all aspects of life, all spheres of life of citizens. Under the conditions of building a legal democratic state, society changes, the functions of the state change, and views on the understanding of various problems of social life change. With the adoption of the Law of Ukraine “On the National Police” on July 2, 2015 (entered into force on November 7, 2015) and with the introduction of changes on April 30, 2022 (as a result of an armed attack by an aggressor country), rethought the basic foundations of police activity, which changed the relationship between law enforcement agencies of Ukraine and citizens from a dominant model to partnership The development of partnership cooperation with public formations in the field of law enforcement and public safety is considered by law enforcement agencies as a strategic task, directing the reform process to the development and improvement of the quality of social interaction, the creation of a new security system that allows effective resistance to crime in modern conditions. The main premise of the partnership between the police and society is the objective need to increase the level of involvement of the population and civil society structures in the process of ensuring security and public order in streets, squares, stadiums, squares, parks, stations and other public places, as well as solving the problem combating criminal offenses in the places of residence of citizens, since the police, in the conditions of a significant reduction in the number of personnel in the conditions of martial law, cannot always cope with the solution of this task on their own.
Определено, что основной предпосылкой партнерства между полицией и обществом является объективная необходимость повышения уровня вовлечения населения и структур гражданского общества в процесс обеспечения безопасности и общественного порядка на улицах, площадях, стадионах, скверах, парках, на вокзалах и других общественных местах, а также решение проблемы противодействия уголовным правонарушениям в местах проживания граждан, поскольку полиция в условиях значительного сокращения численности личного состава в условиях военного положения не всегда может справиться с решением этой задачи собственными силами. Исследованы актуальные вопросы участия граждан в охране общественного порядка в современных условиях.
