Abstract

Надано характеристику предмету нагляду (контролю) за якістю надання освітніх послуг закладами вищої освіти зі специфічними умовами навчання. Узагальнено наукові погляди вчених стосовно тлумачення поняття «предмет», здійснено аналіз нормативно-правових актів в яких визначається предмет нагляду (контролю) за якістю надання освітніх послуг закладами вищої освіти зі специфічними умовами навчання.Attention is focused on the fact that the specificity of the subject of supervision (control) over the quality of the provision of educational services by institutions of higher education with specific conditions of study is conditioned by the following factors: first, it is determined by the norms of current legislation and within its limits by management decisions of subjects authorized to make decisions about implementation of control and supervision activities; secondly, it represents a range of areas of educational activity of the named higher education institutions, which are evaluated from the point of view of compliance with the requirements of current legislation, established quality criteria, standards of higher education and other factors that normatively determine the criteria of such quality; thirdly, the following can be attributed to the subject: compliance of the higher education institution with the specific conditions of study with licensing and accreditation requirements: personnel, material and technical, educational and methodological, informational; fourthly, the subject determines the choice of forms and methods of supervision (control); fifthly, the subject of supervision (control) also affects the limits of its implementation, since it determines its orientation and, accordingly, the circle of subjects responsible for its implementation. It was noted that the specificity of the subject of supervision (control) over the quality of provision of educational services by institutions of higher education with specific learning conditions lies in the expanded range of issues included in its subject. Additional issues included in the subject of supervision (control) are determined by: direction of supervision (control) regarding compliance with special requirements due to the dual subordination of such higher education institutions; the need to ensure the quality of education both in the relevant educational and qualification programs and in the formation of education seekers as persons who have taken an oath, have taken on themselves the obligations defined by law regarding the completion of service.Дана характеристика предмета надзора (контроля) за качеством предоставления образовательных услуг учреждениями высшего образования со специфическими условиями обучения. Обобщены научные взгляды ученых относительно толкования понятия «предмет», осуществлен анализ нормативно-правовых актов, в которых определяется предмет надзора (контроля) за качеством предоставления образовательных услуг заведениями высшего образования со специфическими условиями обучения.
