Анотація
Досліджено форми та методи кадрового забезпечення Збройних Сил України. Запропоновано під формою кадрового забезпечення ЗСУ розуміти зовнішній вираз однорідних дій суб’єкта кадрового забезпечення, спрямованих на досягнення цілей кадрової політики Збройних Сил України та здійснюваних в ході реалізації кадрової процедури. Форма кадрового забезпечення характеризує зміст, сутність та організацію методу реалізації кадрового забезпечення. Метод кадрового забезпечення Збройних Сил України визначено як систему законодавчо визначених способів чи засобів реалізації ефективного кадрового забезпечення ЗСУ, що має на меті досягнення забезпечення
кваліфікованими кадрами та найбільш ефективної організації діяльності органів
кадрового забезпечення.
The article examines the forms and methods of staffing the Armed Forces of Ukraine. The paper proposes to understand the external expression of homogeneous actions of the subject of personnel support aimed at achieving the goals of personnel policy of the Armed Forces of Ukraine and carried out during the implementation of the personnel procedure. The form of staffing characterizes the content, nature and organization of the method of implementation of staffing. The method of staffing the Armed Forces of Ukraine is defined as a system of legally defined ways or means of implementing effective staffing of the Armed Forces of Ukraine, which aims to achieve the provision of qualified personnel and the most effective organization of staffing bodies. In our opinion, the method of selection has a priority among the methods of staffing. As the importance of providing the Armed Forces of Ukraine with qualified personnel will increase the authority of the body in the eyes of the public, reduce the level of offenses, increase the country's image at the international level, which corresponds to Ukraine's European integration course, etc. It is emphasized that Based on theoretical and legal approaches to determining the methods of staffing law enforcement agencies and their own vision, we propose to classify the methods of staffing the Armed Forces of Ukraine as follows: 1) by level of influence – national and domestic; 2) by scope (general – planning, forecasting, analysis, processing, etc.; special – selection for the position of serviceman, examination of candidates, staff rotation, evaluation and control); 3) in the sphere of influence (administrative – by issuing relevant orders establish fundamental rights, responsibilities, restrictions, guarantees and prohibitions; general – methods of coercion, persuasion, etc.; economic – the system of remuneration; social – social guarantees, material assistance, remuneration, pension provision). Theoretical and normative approaches to staffing the Armed Forces of Ukraine give a high chance for quality staffing with qualified personnel. However, at the practical level, the implementation of effective staffing should abandon the use of outdated methods and forms of staffing (for example, the lack of competition for middle and senior positions in the Armed Forces of Ukraine, which is decided by the head at its discretion). We consider it expedient to amend the provisions of the Law of Ukraine “On the Armed Forces of Ukraine” on polygraph testing: for positions of leadership of the Armed Forces of Ukraine polygraph testing should be mandatory to prevent concealment of important information and increase public confidence in general.
Исследованы формы и методы кадрового обеспечения Вооруженных сил Украины. Предложено под формой кадрового обеспечения ВСУ понимать внешнее выражение однородных действий субъекта кадрового обеспечения, направленных на достижение целей кадровой политики Вооруженных сил Украины и осуществляемых в ходе реализации кадровой процедуры. Форма кадрового обеспечения характеризует содержание, сущность и организацию метода реализации кадрового обеспечения. Метод кадрового обеспечения Вооруженных Сил Украины определен как система законодательно определенных способов или средств реализации эффективного кадрового обеспечения ВСУ, имеющая целью достижение обеспечения квалифицированными кадрами и наиболее эффективной организации деятельности органов кадрового обеспечения.
