Умови застосування заохочень до працівників Національної поліції України

Abstract

Виокремлено та охарактеризовано умови застосування заохочень до працівників Національної поліції України. Аргументовано, що застосуванню до працівників поліції заохочень повинно передувати, по-перше, процес збору та аналізу інформації про них та їх професійну діяльність з боку керівництва, а, по-друге, оцінку отриманих відомостей керівництвом та визначення їх достатності для заохочення поліцейського. Наголошено, що ключовими умовами застосування заохочень до працівника поліції є його ефективна, сумлінна праця, а в деяких випадках особлива відданість здійснюваній справі та безпосереднє володіння особою трудоправовим статусом працівника поліції, наявність трудових обов’язків між ним та Національною поліцією України.

The article, based on the analysis of the scientific views of scientists, the norms of the current legislation and the departmental legal framework, singles out and characterizes the conditions for applying incentives to the employees of the National Police of Ukraine. It is argued that the application of incentives to police officers should be preceded, firstly, by the process of collecting and finding information about them and their professional activities by the management, and, secondly, by evaluating the received information by the management and determining its sufficiency for encouraging the police officer. It was emphasized that the key conditions for the application of incentives to a police officer are his effective, conscientious work, and in some cases special dedication to the work being carried out and direct ownership of the person's labor law status as a police officer, the existence of labor duties between him and the National Police of Ukraine. It is these conditions that are established by the departmental legal framework that regulates the discipline of police officers, but in our opinion, they are not exhaustive. It was concluded that the procedure of applying incentives to the employees of the National Police of Ukraine is started in the presence of a number of important factors. Despite the objective heterogeneity of the conditions for the encouragement of police officers, they are all interconnected and should take place in full. Therefore, the implementation of a positive stimulating effect on an employee of the National Police is possible by meeting the following conditions: the presence of the relevant employee in the staff of bodies and units of the National Police of Ukraine; the availability of direct managers with the authority to apply relevant incentives or to present incentives to other authorized persons; the person of a police officer and his official work activity must be evaluated in order to establish professional qualities, initiative, and effectiveness of his work; the commission of a positive act by a police officer, which shows his conscientious attitude to the service, dedication to the profession, or a special socially important action, which was accompanied by heroism, valor and associated with a high level of personal risk, etc.

Выделены и охарактеризованы условия применения поощрений к работникам Национальной полиции Украины. Аргументировано, что применению к работникам полиции поощрений должно предшествовать, во-первых, процесс сбора и анализа информации о них и их профессиональной деятельности со стороны руководства, а, во-вторых, оценка полученных сведений руководством и определение их достаточности для поощрения полицейского. Отмечено, что ключевыми условиями применения поощрений к работнику полиции является его эффективный, добросовестный труд, а в некоторых случаях особая преданность осуществляемому делу и непосредственное владение особой трудовым статусом работника полиции, наличие трудовых обязанностей между ним и Национальной полицией Украины.
