Abstract

Розглянуто розвиток дисциплінарних правовідносин у Дисциплінарному статуті органів внутрішніх справ 1971 р. Проаналізовано та узагальнено основні норми і положення Дисциплінарного статуту міліції 1948 р. та Дисциплінарного статуту органів внутрішніх справ 1971 р.Ukraine is experiencing profound social, economic and political changes. In social and political life these fundamental changes are also related to the reform of the Internal Affairs Bodies. Generalization of the historical experience of functioning of the Disciplinary Statute of the Internal Affairs Bodies of 1971 is important for a reasonable legal coverage of a reformation process, when major changes in society took place and complicated and contradictory social and economic, political and legal processes continued. Legal analysis of an indicated issue was carried out in the works of O. M. Pozdniakov and D. A. Havrylenko. In 1972 a collection of materials prepared by fellow workers of the Department of political and educational work of the Ministry of Internal Affairs of the USSR such as B. Mykhailov, V. Pryshchepenko, L. Kaverzin and B. Rudyk was published. It was dedicated to the issues of discipline strengthening in the Internal Affairs Bodies. The study examines disciplinary legal relations under the Disciplinary Statute of the Internal Affairs Bodies of 1971. The article aims to study disciplinary legal relations of the militia in the Disciplinary Statute of the Internal Affairs Bodies of 1971. The objective of the study is to conduct a systematic analysis of the basic standards and regulations of the Disciplinary Statute of militia of 1948 and the Disciplinary Statute of the Internal Affairs Bodies of 1971. In general we can say that Disciplinary Statute of 1971 was aimed at strengthening the discipline of internal affairs officers, it met the requirements of time and was aimed at increasing the efficiency of the entire system of the Ministry of Internal Affairs of the USSR.Рассмотрено развитие дисциплинарных правоотношений в Дисциплинарном уставе органов внутренних дел 1971 г.
