Використання електронного урядування в публічному адмініструванні в процесі розвитку адміністративно-правової системи охорони навколишнього природного середовища в Україні

Abstract

Досліджено поняття та значення електронного урядування в публічному адмініструванні. На основі аналізу правових норм та наукових концепцій визначено можливості впровадження електронного урядування в Україні з огляду на необхідність удосконалення адміністративно-правової системи охорони навколишнього природного середовища за сучасних умов.The article is devoted to the study of the essence and significance of e-government in the process of development of public administration. The author elucidates the peculiarities of e-government implementation in the field of environmental protection through the use of modern information and communication technologies. Attention is drawn to the fact that thanks to information technologies, there has been a transition to a new form of organization of public authorities' activities, as well as a qualitatively new level of efficiency and convenience of obtaining public services in the environmental field by citizens and public organizations via the Internet and other information systems. It is noted that e-governance is an important form of interaction and communication between public authorities and public institutions, and also facilitates the quick and efficient receipt by citizens of the necessary information on the state of environmental protection. It is indicated that e-governance is a way to improve the efficiency of public administration in the environmental field, and the main element of establishing e-democracy in the process of development of the information society in Ukraine. The author considers various approaches to the definition of "e-government", and on their basis, the author provides her own definition of e-government in public administration in the context of development of the administrative and legal system of environmental protection. Thus, e-governance is considered to be a form of organization and functioning of public administration in the environmental field which contributes to increasing the efficiency, openness and transparency of activities of public authorities and local self-government bodies with the use of information and telecommunication technologies which contribute to the development of a new administrative and legal system of environmental protection aimed at meeting the needs and interests of citizens in improving the environment. Taking into account the process of adaptation of national legislation to the norms and standards of the European Union legislation, the author proposes to amend the Concept for the Development of E-Governance in Ukraine No. 649-p of September 20, 2017, and to replace the phrase "public administration" with the term "public administration" in the definition of "e-governance". The author concludes that e-governance is an effective tool for improving the efficiency of public administration in the field of environmental protection. One of the main advantages of e-governance in the environmental sector is the convenience and accessibility of administrative services for citizens. In addition, the introduction of online services allows citizens to obtain the necessary information and carry out various administrative procedures conveniently and quickly, which saves time and effort in the application of environmental protection measures.Исследованы понятия и значение электронного управления в публичном администрировании. На основе анализа правовых норм и научных концепций определены возможности внедрения электронного управления в Украине с учетом необходимости усовершенствования административно-правовой системы охраны окружающей природной среды в современных условиях.
