Антикорупційний контроль державних витрат на оборону в умовах воєнного стану в Україні

Abstract

Проблема антикорупційного контролю державних витрат на оборону у умовах воєнного стану стала одним із найгостріших питань сучасної української державної політики. Збільшення витрат на оборону за рахунок державних коштів поруч із суттєвими ризиками зловживань вимагає створення нових механізмів контролю за фінансовими потоками та зміцнення існуючих інституційних структурі. У даній роботі досліджуються методи та засоби здійснення контролю за розподілом та використанням державних коштів на оборонні потреби з урахуванням нормативно-правової бази, міжнародних стандартів та специфіки сучасних українських умов. Розглядаються законодавчі засади діяльності антикорупційних органів, проблеми прозорості державних закупів у військовій сфері та вплив воєнного стану на специфіку антикорупційних процесів. Зміцнення антикорупційного контролю за державними витратами на оборону здатне забезпечити підвищення довіри громадян до державних інститутів, скорочення рівня корупції та покращення ефективності використання державних ресурсів у військовій сфері.The issue of anti-corruption control over state defense expenditures under martial law has become one of the most pressing challenges in contemporary Ukrainian public policy. The increase in defense spending using state funds, alongside significant risks of misuse, necessitates the creation of new mechanisms for financial monitoring and the strengthening of existing institutional frameworks. This study explores methods and tools for monitoring the allocation and use of state funds for defense purposes, considering the regulatory framework, international standards, and the specific characteristics of Ukraine's current conditions. Legislative foundations of anti- corruption bodies, transparency issues in state military procurement, and the impact of martial law on the specificity of anti-corruption processes are analyzed. Enhancing anti-corruption oversight of state defense expenditures can ensure greater public trust in governmental institutions, reduce corruption levels, and improve the efficiency of state resource utilization in the defense sector. This is especially critical in the context of military operations and the need for streamlined, accountable financial processes.
