Встановлено, що політичні репресії як різновид масової політичної злочинної діяльності, функціонально спрямовані на збереження, підтримання сприятливої для керівництва держави внутрішньополітичної кон’юнктури. Надані визначення і характеристика політичного терору, я саме як різновиду державної політики, злочинної політичної технології, що застосовується для утримання влади через фізичне знищення опонентів, залякування населення, зміни параметрів масової політичної та правової свідомості.ru_RU.UTF8
dc.description.abstractThe social and legal essence of political repression and terror is analyzed. It is offered to understand under political repressions the instrument of keeping, maintaining favorable (desirable) for the state leaders domestic political conditions, preserving its monopoly on political power by the way of massive use of legal and / or illegal political and discriminatory measures of management, organizational and legal, ideological, economic, physical character. Since the essence of repressions is still discrimination on political grounds, so far, in spite of the presence or absence of legislation, such practices should be considered illegal and in the criminological sense – politically criminal. Political repressions are mass social phenomenon, as they are aimed at ousting of social practices and, if possible, with social consciousness undesirable for the ruling elite in the country the worldview based on their basis types of behavior. The use of political repressions is usually carried out in those societies, where objectively loyal to the government population is numerically dominated, which for the most part, for whatever reasons supporting repressive actions. However, the proportion of those who support the political opposition or while the latter is not institutionally formed - are not loyal to the government (the vector, methods of the management) is very significant. However, when the share of the latter becomes critical, indicating its numerical dominance (or at least approaching this milestone), the social basis for political repressions appears to be unreliable and most of repressions are increasingly challenging threat to the ruling elite. In such a situation, according to the history, political terror is used. Under political terror the author suggests to understand purposeful, systematic, planned activity of the state (or quasi) agencies for the implementation of institutionalized mass violence over citizens aiming at physical destruction of the part of population, elimination of ideological pluralism out of social life and provision, thus, the desirable for the ruling elite parameters of internal political security in terms of strengthening its power. Terror, characterized by direct violent forms of realization, has strategic distant goal, which is extrapolated not only to the sphere of political relations, but also on cultural and psychological sphere. It is emphasized that terror is not limited by the physical destruction of a certain part of the population. Because it is criminal and political technology of power consolidation, a kind of state (quasi) policy, it has the task of creating a reliable social basis for further deployment of management impact, so far it necessary element becomes purposeful activity concerning designing transpersonal dispositions based not only on fear, but on the relevant by content information shell of social dynamics.en

Установлено, что политические репрессии, будучи разновидностью массовой политической преступной деятельности, функционально направлены на сохранение, поддержание благоприятного для руководства государства внутриполитической конъюнктуры. Политический террор – разновидность государственной политики, преступная политическая технология, которая применяется для удержания власти с помощью физического уничтожения оппонентов, запугивания населения, изменения параметров массового политического и правового сознания.ru
