Анотація
Аргументовано, що законодавець досить поверхнево підходить
до вирішення проблем кадрового характеру саме в Національній поліції України,
що, беззаперечно, негативно впливає і на весь процес проходження служби
поліцейськими. Опрацьовано перспективні напрями покращення кадрової
політики в органах поліції. Відзначено, що врахування зазначених позицій дозволить
законодавцю більш ефективно підійти до питання формування та подальшої
реалізації кадрової політики в органах Національної поліції України. Підкреслено, що важливим подальшим кроком має бути розробка
загальнодержавної концепції формування та реалізації кадрової політики в
органах системи МВС взагалі та Національної поліції України, зокрема.
The relevance of the article is that the career of an employee in the National Police of Ukraine depends on many factors and factors, among which an important, special and special place belongs to the state personnel policy. The latter is an integral part of the general state policy, which is aimed at creating the necessary legal, organizational, logistical and financial conditions in order to provide the police with quality and efficient staff who will perform their duties properly, and as a result will ensure the required level of work of this central body of executive power. The article, based on the analysis of scientific views of scientists and current legislation, argues that the legislator has a rather superficial approach to solving personnel problems in the National Police of Ukraine, which undoubtedly has a negative impact on the entire process of police service. Perspective directions of improvement of personnel policy in police bodies are worked out. It is concluded that it is most expedient to single out two key ways to improve the state personnel policy in the bodies of the National Police of Ukraine: 1) the direction that provides for the solution of general problems in the activities of the National Police, among which are: a) the low level of the image of the police profession; b) insufficient competitiveness of police officers in the labor market; c) the presence of a number of gaps and shortcomings in the current legislation, which determines the legal basis for the implementation of labor status by police officers. In our opinion, it is possible to solve these problems by: − conducting educational work with the population, in particular to pay attention to advertising the police profession, increase the general level of trust in police, and establish relationships with the population on the previously announced «partnership»; − creating conditions for the practical implementation of the legislator’s promises regarding the level of remuneration of police officers, as well as social guarantees related to their employment; − revision of the rules of ethical conduct of police officers; − A necessary step is to improve the administrative and legal status of the police officer as a subject of coercive measures, in particular in terms of increasing the guarantees of the latter. 2) the second direction provides for the creation of appropriate legal and organizational conditions for improving the quality of staff of the National Police of Ukraine, which should include: − first, improving the level of initial training of police officers; − Secondly, it is considered expedient to reconsider the issues of retraining and advanced training of police officers. − thirdly, a transparent and clear system of motivation in the police should be created, which in turn will give a real picture of career opportunities for police officers; − fourthly, it is necessary to create conditions for the exchange of practical experience with other leading countries of the world on the activities of police bodies; − Fifth, to develop a system of individual evaluation of police officers and managers.
Аргументировано, что законодатель достаточно поверхностно подходит к решению проблем кадрового характера именно в Национальной полиции Украины, что, безусловно, негативно влияет и на весь процесс прохождения службы полицейскими. Разработаны перспективные направления улучшения кадровой политики в органах полиции. Отмечено, что учет указанных позиций позволит законодателю более эффективно подойти к вопросу формирования и дальнейшей реализации кадровой политики в органах Национальной полиции Украины. Подчеркнуто, что важным дальнейшим шагом должна быть разработка общегосударственной концепции формирования и реализации кадровой политики в органах МВД вообще и Национальной полиции Украины, в частности.
