The range of powers of Verkhovna Rada of Ukraine in the field of ensuring security
and defense of the state has been outlined; its functions and methods of activities
have been revealed. The powers of the Verkhovna Rada Committee on National Security
and Defense of Ukraine have been demonstrated; the need to complete the reform of the
security sector in Ukraine has been emphasized.
Verkhovna Rada of Ukraine has been designated as the main subject of ensuring
security and defense of Ukraine, as it adopts laws that regulate the functioning of the
security and defense sector and its main subjects – the President of Ukraine, the Cabinet
of Ministers of Ukraine, the Security Service of Ukraine, the Ministry of Defense of
Ukraine, other central executive agencies, which activities relate more or less to national
security in Ukraine. Verkhovna Rada of Ukraine ensures not only legal regulation
of the activities of the subjects of ensuring security and defense of the state, but also
carries out control over the exercise of powers in the sphere of national security by the
state agencies, local self-government and their officials. Verkhovna Rada of Ukraine,
within the limits of the powers established by the Constitution of Ukraine, defines the
principles of internal and foreign policy, the basis of national security, forms the legislative
base in this area, allocates finances in the state budget for ensuring security and
defense sector. In fact, every power and function performed by the Parliament of
Ukraine, in one way or another, affects the level of security and defense of the country.

безопасности и обороны государства, раскрыты её функции и методы деятельности. Отражены полномочия Комитета Верховной Рады Украины по вопросам
национальной безопасности и обороны Украины, отмечена необходимость завершения реформирования сектора безопасности в Украине.
