Розглянуто проблему комплектування Служби судової охорони професійними та якісними кадрами. Обґрунтовано, що найбільш дієвим способом комплектування є здійснення конкурсного відбору на посаду. Визначено, що конкурс – це перш за все процедура, яка складається з чітко визначених дій, котрих обов’язково мають дотримуватись суб’єкти, уповноважені на проведення конкурсу. Наголошено, що повноцінне комплектування Служби судової охорони є неможливим без створення кадрового резерву.
In the article, based on the analysis of scientific views of scientists and norms of the
current legislation of Ukraine, it is substantiated that the most effective way of completing
the Judicial Protection Service is the competitive selection for the post. It is determined
that a competition is first and foremost a procedure consisting of clearly defined actions,
which must be followed by the entities authorized to conduct the competition. To date,
the issue of competitive selection of Judicial Protection Service employees is governed
by the “Procedure for Conducting a Competition for Judicial Officers” approved by the
Supreme Judicial Council Decision of October 30, 2018 No. 3308/0/15-18, as amended
and the additions made to it in connection with the reform of the Judicial Protection Service. It has been found that the necessary set of documents from the candidates for the
vacancy is: 1) a written application for participation in the competition, which also states
the consent to conduct a special check against it in accordance with the Law of Ukraine
“On Prevention of Corruption” and the processing of personal data in accordance with
the Law of Ukraine “On Protection of Personal Data”; 2) a copy of the passport of a
citizen of Ukraine; 3) copies (copies) of the education document (s); 4) filled in ID card
of a certain sample, autobiography, photo card with size 30 x 40 mm; 5) a declaration,
determined by the Law of Ukraine “On Prevention of Corruption” (a printed copy from
the website of the National Agency for the Prevention of Corruption); 6) a copy of the
employment record (if any), a certificate F1 (for certified employees) or a copy of the
record (for civilians); etc. It was emphasized that the formation of the personnel reserve
is undoubtedly an important aspect of the staffing of the Judicial Protection Service.
to fulfill their duties more qualitatively; secondly, to ensure staff stability, to avoid the
so-called “personnel crisis”. Existence of personnel reserve will allow to overcome the
negative aspects of staff turnover in public administration positions, to gradually and
consistently prepare high-level managers and specialists for state authorities and local
self-government, to effectively manage the career of the Judicial Service employees, and
to increase the efficiency of their work in the field of judicial protection.
Рассмотрена проблема комплектования Службы судебной охраны профессиональными и качественными кадрами. Обосновано, что наиболее действенным способом комплектования есть осуществление конкурсного отбора на должность. Определено, что конкурс – это, прежде всего, процедура, состоящая из четко определенных действий, которых обязательно должны соблюдать субъекты, уполномоченные на проведение конкурса. Отмечено, что полноценное комплектование Службы судебной охраны невозможно без создания кадрового резерва.
